A twenty-seven acre riverfront area in the Park Marina district of Redding was redesigned in a collaborative effort by second year graduate students in the City and Regional Planning Department of Cal Poly State University, San Luis Obispo. Input from the Kutras family, local architect Les Melburg, R2L Architects of San Luis Obispo, Redding agency officials and residents helped shape the design of this site. The visioning process included resident interviews, online surveys, and meetings with city officials, culminating in a public presentation. The final concept plan envisioned three sub-areas, all of which responded to the floodplain through building siting and landscaping. The northern portion of the area includes mixed-use and housing developments that are oriented toward the water and create a stronger sense of place through the interaction of public plazas, seating areas, paths and greenways. The central section was predominantly reserved for open space and recreational uses, including a formal park with an old-fashioned merry-go-round, a water-feature sculpture, a sand beach, playgrounds, barbecue pits and tables, food and bike rental kiosks, seating, and other facilities which enhance the experience of open space and scenic viewpoints of the river. The southern portion of the plan creates an exciting, vibrant, and pedestrian-friendly space. This area is also marked by the Marketplace with small retailers, restaurants, and decks around the small existing water inlet, bed-and-breakfasts, besides a nearby boat ramp and outdoor amphitheatre with a floating stage (R2L).
